I read on the BBC website, via SmartMobs, that Motorola are installing a wind and solar powered mobile phone base station in Namibia. The turbine and solar cells will support a cell of roughly 1500 people as well as the base station, including peripheral communications, a satellite transmitter/receiver and even the protective fencing around the site.

While the mobile phones might still need the infrastructure of the fixed-location base station to work, this does free the mobile phone network from the infrastructure of electical power lines.
